Yes, GOD too has free will.

HIS love for us is proof of HIS free will (John 3:16).

Yes, if it were not for HIS choice to be merciful, we would not have
HIS salvation solely of our own free will.

Yes, GOD's will is infinite.  It is HIS will and not ours that will be
done.

Romans 9 actually supports the fact that GOD has given each of us free
will.

Correct.  We are reborn of water and the Holy Spirit and not of the
will of man.  Indeed, this rebirth was not forced upon us by the will
of man (person who is of this world).  We chose this when we chose to
place our faith in LORD Jesus Christ. At that very instant when the
decision is made, we are no longer of this world but of GOD so that our
wills become also of GOD and not of man.

What you have cited is sufficient for the discerning to understand what
the Holy Spirit has guided me to write above.
